Abstract: The paper systemically analyzes the basic conception of safety culture. In the viewof essentialism and specialism, structure and function of safety culture are discussed, giveing the idea of establishing safety culture. Also analyzed are relation of safety culture and enterprise, safety culture and safety education, and safety culture and other safety managements.
