Based on the quantitative expression of the relation between the headway and the speed classes of the advanced train speed control system, this paper proposes a theoretical optimizationmodel focused on the application of train speed control mode used in the operation environment of complete high-speed trains on special railways for passengertransportation, expounds the model construction, and introduces the developed results about the calculation program of relative parameters. The drivers continuos to apperceive and judge moving and static objects outside automobile. To apperceive scope is very important for driving safety. Even though static visual field scope is similar, dynamic visual field scatter being greater. The result shown that static visual field cannot completely reflect practicality visual levels. Test of dynamic visual field for drivers shows significately difference between accidentgroup and non-accident group (p<0.05). Static visual field for drivers don’t exit difference between accident group and non-accident group (p<0.05). It proposes relation between dynamic visual field and maximal safety driving speed.

Overflow cost means the cost that is delivered to users when the transportation load of a route exceeds the standard load of this route. When the load is lower than the standard, the costwill be given to users as an allowance. Through taking the overflowcost into consideration, the authors set up some restraint conditions, such as dynamical user optimum route choice condition and dynamical user optimum overflow cost,etc. Thismakes a basis forthe furtherresearchon founding a route choice variational inequalitymodel of dynamical transportation networks with overflow cost, and on its algorithm study.
