Equity Allocation Method of Logistic Resources Based on Variable Weights

摘要: 针对物流资源分配,研究了常权和变权形式下个体权重与产出效率对分配的影响,变权可以增加资源量较少个体的权重,实现兼顾公平的目的.提出了一种新的物流资源公平分配方法,该方法通过确定状态变权形式、个体效用和常权构造变权函数,计算个体变权值并比较所有分配可行解的加权总效用,得到最优分配结果.通过刻画效率损失和公平损失选择变权参数,可实现效率最优、最大最小公平以及其它不同程度的公平.以应急物资分配问题为例说明了方法的应用过程并验证了有效性,分析了变权参数对权重、效率和公平的影响.Abstract: The influences of individual weights and output efficiencies on logistic resources allocation were studied with fixed and variable weights. It shows that the lacking individual get a high weights under variable weights, which results in a high level of equity. Based on the above, a new method was proposed to achieve allocation equity. A variable weights function was built to calculate the weight of the individual. It is constructed by variable weights, individual utility functions and constant weights. The optimum allocation can be selected by comparing the total utilities of all feasible solutions. Changing variable weights parameters can achieve the tradeoff between efficiency and equity, including optimization efficiency, max-min fairness or other equity degrees. The parameters can be determined by the loss on efficiency and equity. An example of emergency resources allocation demonstrated the validity of this method and illustrated the influence of parameters on weights, efficiencies and equity.
