Abstract: To decrease the amount of calculation, a bi-level programming model based on link travel time reliabilitywas set up for road network capacity reliability through analyzing the concept of road network capacity reliability. Based on the character of route choice shown in the model,i.e.user equilibrium, an algorithm based on the sensitivity analysiswas used to solve the model. Finally, a simple numerical example was given. The numerical result shows that the model can be used to estimate the performance of road networks under uncertain environment and provide a way to improve the performance of road networks.
