The method of matter element analysis was used to build a model for evaluate competence
of top-management in enterprises. It consists of three dimensions: managerial skills, personal traits
and interpersonal relationship. A correlation degree was taken as the evaluating index, and a case
was presented to show the application of the proposed method. The model is a combination of
quantitative and qualitative analyses, primarily forming a mathematical model and an evaluating
method for researches on competence of top-management.
